Improve policy bot rules: stale flow, auth checks, and Template tags

- splitting stale handling into a scheduled search and a dedicated label-added handler
- adding stronger authorization checks for moderator-triggered flows
- simplifying close cleanup in issueClosed
- adding Template: tags to all bot replies
- fixing reply casing and related policy consistency issues
